Pada aspek produksi, negara memastikan ketersediaan lahan cukup sehingga secara kuantitas bisa memenuhi kebutuhan masyarakat.\n\nIslam memiliki solusi untuk permasalahan lahan, yaitu pertama, dengan pemberian lahan produktif dari negara pada rakyat (iqtha’). Yang kedua adalah kebolehan menghidupkan tanah mati (ihyaul mawat), yaitu tanah yang ditelantarkan selama tiga tahun berturut-turut terkategori tanah mati dan negara boleh mengambilnya untuk diberikan pada orang yang membutuhkan lahan dan bersedia menggarapnya. Dengan dua solusi ini, problem kekurangan lahan bisa teratasi.\n\nNegara Khilafah juga akan meningkatkan produksi pangan dengan penggunaan bibit unggul sehingga hasilnya lebih banyak dan kualitasnya terjamin. Negara juga akan memfasilitasi petani dengan menyediakan bibit dan pupuk, air irigasi, pestisida, penyuluh pertanian, dan semua alat dan mesin pertanian (alsintan) serta sarana produksi pertanian (saprotan).\n\nPembangunan infrastruktur dilakukan untuk mendukung logistik dari petani ke pasar maupun konsumen. Teknologi pascapanen akan dikembangkan sehingga hasil panen tidak mudah mengalami susut (penurunan nilai ekonomi). Khilafah juga akan membiayai riset untuk mengembangkan varietas unggul sehingga membantu petani dalam produksi.\n\nNegara memberantas pelaku monopoli dan penimbunan yang bisa merusak harga alami pasar. Infrastruktur antarwilayah dipastikan tersedia dengan baik sehingga distribusi berjalan lancar.\n\nHarga bahan bakar dalam Khilafah akan dijaga agar murah dan stabil sehingga rakyat mudah mengaksesnya. Hal ini bisa terwujud dengan pengelolaan sumber daya alam milik umum (tambang migas) oleh negara, tidak diserahkan pada swasta, apalagi asing.\n\nKesatuan kaum muslim sedunia akan menjamin rantai pasok tetap aman. Jika ada wilayah yang kekurangan pangan strategis tertentu, baik karena paceklik atau hal lainnya, khalifah akan mendatangkan pasokan dari wilayah lain di dalam negara Khilafah. Demikian pula dalam hal penyediaan bahan bakar. Dengan demikian, negara tidak perlu melakukan impor terhadap komoditas strategis. Syekh Taqiyuddin an-Nabhani menjelaskan dalam Kitab Muqaddimah ad-Dustûr Pasal 161, “Perdagangan luar negeri berlaku menurut kewarganegaraan pedagang, bukan berdasarkan tempat asal barang dagangan. Pedagang yang berasal dari negara yang sedang berperang dilarang mengadakan aktivitas perdagangan di negeri kita, kecuali dengan izin khusus untuk pedagangnya ataupun barang dagangannya. Pedagang yang berasal dari negara yang terikat perjanjian diperlakukan sesuai dengan teks perjanjian antara kita dan mereka. Para pedagang yang berasal dari warga negara (Khilafah) dilarang mengekspor bahan-bahan yang diperlukan negara (Khilafah), termasuk bahan-bahan yang akan memperkuat militer, industri, dan perekonomian musuh. Para pedagang yang berasal dari warga negara (Khilafah) tidak dilarang mengimpor barang yang hendak mereka miliki. Dikecualikan dari hukum-hukum ini, negara yang antara kita dan penduduknya terjadi peperangan secara langsung, seperti entitas Zion*s maka ia diperlakukan sebagai negara kafir harbi fi’lan pada semua hubungan dengan negara tersebut, baik hubungan perdagangan maupun nonperdagangan.”\n\nBerdasarkan pasal tersebut, Khilafah haram melakukan kerja sama dagang dengan negara kafir harbi fi’lan, seperti AS. Syekh Taqiyuddin an-Nabhani menjelaskan dalam Kitab Muqaddimah ad-Dustûr Pasal 161, “Perdagangan luar negeri berlaku menurut kewarganegaraan pedagang, bukan berdasarkan tempat asal barang dagangan. Pedagang yang berasal dari negara yang sedang berperang dilarang mengadakan aktivitas perdagangan di negeri kita, kecuali dengan izin khusus untuk pedagangnya ataupun barang dagangannya. Pedagang yang berasal dari negara yang terikat perjanjian diperlakukan sesuai dengan teks perjanjian antara kita dan mereka. Para pedagang yang berasal dari warga negara (Khilafah) dilarang mengekspor bahan-bahan yang diperlukan negara (Khilafah), termasuk bahan-bahan yang akan memperkuat militer, industri, dan perekonomian musuh. Para pedagang yang berasal dari warga negara (Khilafah) tidak dilarang mengimpor barang yang hendak mereka miliki. Dikecualikan dari hukum-hukum ini, negara yang antara kita dan penduduknya terjadi peperangan secara langsung, seperti entitas Zion*s maka ia diperlakukan sebagai negara kafir harbi fi’lan pada semua hubungan dengan negara tersebut, baik hubungan perdagangan maupun nonperdagangan.”\n\nBerdasarkan pasal tersebut, Khilafah haram melakukan kerja sama dagang dengan negara kafir harbi fi’lan, seperti AS. Hanya ada hubungan perang dengan mereka. Dengan demikian, AS tidak akan bisa mendikte Khilafah, termasuk dalam aspek perdagangan (ekspor impor).
